Vernon Walters joined Newmark Grubb Zimmer in 1996 and currently serves as director of facilities for the United States National Nuclear Security Administration’s (NNSA’s) Kansas City National Security Campus (KCNSC), located in south Kansas City. The $687 million campus, which opened in November 2012 and employs roughly 2,800 people, consists of 1.5 million rentable square feet of manufacturing, laboratory, office and warehouse space that sits on 174 acres. As the manufacturer of non-nuclear components for the U.S. nuclear stockpile, the KCNSC is part of the U.S. Department of Energy’s larger nuclear security enterprise, responsible for manufacturing and procuring nonnuclear components for nuclear weapons, including electronic, mechanical, and engineered material components supporting national laboratories, universities, and U.S. industry. The KCNSC is one of the first LEED Gold manufacturing campuses.
The U.S. General Services Administration, acting as the federal government’s broker, signed a lease agreement with CenterPoint Zimmer, LLC, for the new campus in 2010. Newmark Grubb Zimmer provides property management services for the campus under a management agreement with CenterPoint Zimmer, LLC. In 2010, Mr. Walters began preparations for this assignment with the development of budgets, vendor contracts, staffing assignments and participation in contractor turnover and training.
Prior to assuming his current role, Mr. Walters was director of field property management at Newmark Grubb Zimmer, responsible for providing oversight of all property management contracts, supervising the firm’s property managers and chief building engineer and leading its efforts in building commissioning, system training and documentation and property condition assessments. Mr. Walters also provided property management for corporate clients that include The Church of the Nazarene, Commerce Bank, Deere & Company, and; Russell Stover Candies and Sprint.
Among Mr. Walters’ strengths is his ability to bridge the gap between new construction and facility start-ups, by utilizing his experience in both the construction and facility maintenance sides of the industry. Working with CPZ’s chief building engineer, Mr. Walters developed a systematic program to take contractor training and project close-out and document it into an easy-to-use facility manual which is used to train maintenance personnel. In addition, he implemented a property condition assessment procedure for third-part clients considering acquisition of new property
Prior to joining NGZ in 1996, Mr. Walters served for 20 years in the U.S. Navy’s Civil Engineering Corps, retiring as a commander. During his military career, he served in a variety of facility management and contract administration positions, both in the U.S. and overseas. Highlights of his 20-year career include such assignments as construction area manager for the Naval Training Center in Great Lakes, Illinois, where he managed a $200 million construction program covering a 13-state region; director of facilities for the Naval Postgraduate School in Monterey, California, where he was responsible for new construction and maintenance of the 627-acre campus including administrative academic buildings and student housing; and facility design officer for the Defense Nuclear Agency in Mercury, Nevada, where he was the test group engineer for two weapons effects tests.
