Steve Shockley, MAI, SRA, AI-GRS, AI-RRS, SR/WA, R/W-AC, CCIM, joined Newmark Valuation & Advisory in 2019 and currently serves as a senior vice president in the Indianapolis office, where he heads up the regional Litigation Support and Right-of-Way practice in Indiana, Illinois, Missouri and Kansas.
A highly experienced appraiser with 14 years in the business, Steve has a broad range of experience among all the major property types, including multi-family, office, retail, industrial, vacant land and special purpose. He specializes in a variety of litigation assignments and has spent the last several years focusing on both simple and complex right-of-way valuation assignments, working for both the condemning agencies and affected property owners.
More than just a typical appraiser, Steve is a recognized expert in the valuation industry. He is also a well-respected instructor for the Appraisal Institute who has taught a variety of valuation courses, including Basic Appraisal Principles, Basic Appraisal Procedures, 15-Hour USPAP, 7-Hour USPAP, Business Practices and Ethics, General Demonstration Report-Capstone Program, Review Theory-General, Uniform Standards for Federal Land Acquisitions and Supervisory Appraiser/Trainee Appraiser Course. In addition to teaching, Steve has assisted the Appraisal Institute in the development of several online courses and reviewed such Appraisal Institute publications as Valuation by Comparison, General Demonstration Appraisal Report Writing Seminar, A Guide to the Valuation of Mobile Home and Recreational Vehicle Parks and Practice Examination Questions for Real Estate Appraisers.
Additionally, Steve serves on the statewide board of directors for the Illinois CCIM Chapter and is involved in the Appraisal Institute as a demonstration report grader and experience screener.
On November 29, 2016, Steve provided written reports and an oral deposition to the United States Court of Federal Claims for Jeffrey Memmer et. Al. v. The United States case (No.14-135 L) and served at this trial from April 29, 2019, to May 2, 2019. He also served as an expert in the State of Indiana v. Monroe Liberty LLC (Cause No. 53C06-1402-PL-402), which, after a variety of service, ended with him providing testimony at trial on November 28, 2017, and November 29, 2017.
Licenses and Designations
Steve has worked as an appraiser in Louisville, Kentucky, Evansville, Indiana, Indianapolis, Indiana and Chicago and Kansas City, Missouri. He holds all four designations of the Appraisal Institute for appraisal and review appraisal practice, the CCIM designation for commercial investment practitioners and the SR/WA, R/W-AC credentials by the International Right of Way Association for right-of-way appraisal.
Education
Steve earned a Master of Arts degree in Catholic thought and life with a heavy emphasis in philosophy from St. Meinrad School of Theology and a Bachelor of Arts degree in Spanish from St. Meinrad Seminary College.
